Can someone help me with a question about eBay?

Ok here's the thing It been five days since i bought a item off ebay now and I had reiceve a message from the seller about the shipping info and he was telling me I want him ship it he gonna charge 5000 dollars like wtf I think he's just tryna get money of me bcuz his info said 19.99 but yeah he messaged me that yesterday and he also said if I don't want pay him that much he can always give me refund. So I just decided to take the refund and yet so far he hasn't give my refund yet. He said he give it to me Monday and today is Monday. So I decided to message him and I haven't gotten a reply yet. What can I do. Can some one help me. I'm piss off I want my 420.91 dollars back.

go into paypal and file a comaplaint and inside of ebay resolution center as well you can also call ebay and have them look into your emails to and from him so they can read what hes doing and most of the time ebay will force a refund from him. Especially sense he has no tracking number for your item.
