What to do about my internet?

I live at a college apartment complex. My internet has been incredibly slow for about 11 days now. It takes 10 minutes for a page to load. Sometimes it won't load at all. After the first day I went to talk to management and they said people had been illegally downloading movies making the internet slow. They said the company that manages the internet would be here in 7-10 days to fix it. It's STILL not fixed. Should I continually complain to management, or go straight to the company managing the internet? Or is there anything else I can do? Also, am I the only ones that thinks 7-10 days is an absurd amount of time? I feel like they're blowing us off because we're college students.

I don't really know what to tell you to do. That does sound like
a bad deal. With my internet provider, if I call them, and they
can't get it working they will usually send a technician out the
next day,
