how do i permanently keep the menu bar at the top of google chrome?

If you mean the bookmark bar, press ctr + b.

1. You must mean the Bookmark bar. Just press ctrl+b to make appear or disappear. You can also press ctrl+shift+b to always show bookmark bar.

2. Or you can go to the Bookmark manager:
Google Chrome (version 6) -> Wrench icon -> Bookmark Manager -> The Bookmark Manager will appear.
