Why did facebook block me from sending friend requests?

my old account got hacked, so i had to create a new account and i had easily over 800 friends on that account so i tried adding everyone on my new account and now they have blocked me from adding people who have 10+ mutual friends? Im not just adding anyone im adding people i had on my old account or people i seriously contact with on a day to day basis. Why did they stop me from adding people?

In the Facebook policy, adding too many friends at one time is considered spam. Only add about 10-20 friends a day or week. Tell your friends to send you a friend request (the safe method)

You should add them only a handful at a time every day.
Trying to add all at once will be considered spam.
Your a/c will get suspended temporarily after initial notice.
