Unable to download required DLC for Xbox 360...did I waste money?

So I've always used PS3 and I just got Xbox Live a few days ago and it's given me nothing but trouble. Constantly disconnected and now I bought MW3 and it says I need required DLC (it's free) but it won't let me download it. Called Mircosoft support,they were no help. So basically did I just waste my money on Xbox or what? I really like it but it's reminded me why I've always preferred Playstation,simple and customer service. I think it's cause I have slow internet? No way to fix that so should I just say fuck xbox? I have Left 4 Dead 2 and I play online just fine but on MW3 I can't even play multiplayer,I can play spec ops but its telling me only 50-75 pings per second and it's making it difficult to even find a match and when I try to talk to someone in the game it's like it won't even let me do that.. I can party chat with a friend but not the game. Is it just MW3 that requires downloaded DLC and a fast connection or what? Btw I have 1-3 Mbps for speed and moderate NAT. I play MW2 and Black ops on PS3 perfect with moderate NAT,easy matches and chat works..but Xbox is just fucking me over here.
Do all Xbox Games require good internet or what? I know I have slow internet but it works perfect on ps3
