Just ask people to make you one, type hashtag #chibi and go onto a account and ask them to make one that looks like you, thats what I done

Well, go on webstagram.com on the computer, it's an online view of instagram. Then save pictures of all kinds of different chibis , i mean like different outfit types and different poses and hair. Then, open the pictures on 'Paint' on the computer,and fill in colors. of hair, skin, etc. then you can also edit the outfit but adding words and drawings and pictures of your own.

Just search the word chibi on the user section of instagram. There's tons of accounts that take requests and will make one for you. If you want to make your own, some people post templates and bases for chibis. You should be able to find some templates if you search for the hashtag #templates. (although, unfortunately, some if not most of these templates are stolen)
