Used preloaded Visa card on eBay?

I was given a visa gift card and purchased some things on eBay like a year ago. I received all the items and it payed for them and still have a balance. I'm curious why sometimes I couldn't bid on certain things? Is it because it wasn't formatted with paypal?

Also I always wondered, what if someone wins an auction but never pays for it? How does that work lol!

Also if I received all items that means the buyer got their payment right? Never used a gift card on eBay I just know it took money off the card for each purchase.

Certain things requires a PayPal account in order to bid on them. If a buyer buys something and doesn't pay they get negative feedback and the seller just relists the items. Yes if you got the items I promise you they got the money. lol.. Noone will send anything out without payment first. Just the nature of the beast!
