How do cars start so low on ebay auctions?

Sometimes very nice looking cars, start off with 100$ starting bids, and Buy now prices that represent the true value car, how can they be sure, that the bid will ever get to the price they want? Has anyone here bought a car for that cheap on ebay.

Even though the bid starts that low, the person selling it can set a minimum price that you can't see.

So if the bidding only gets up to $800 and the seller put in that he won't sell it for less than $1200, then you still won't get the item, even though you won the bidding.
