How to go about efficiently making a map directory for a university?
On campus there are no maps (besides handheld paper maps) that help students find their way. Apps and online maps are unreliable due to crashing, bad connection, slow service, and potentially running out of battery.
How would I find out the costs, what would be an efficient design? Also, how to better explain the need for this map around campus and why it would be worth spending money on.
I am thinking about going with a sort of mall map design, with a digital overhead to show bus routes times on campus (like an airport sort of deal). The idea is to put these directories in high traffic locations where they are most needed and can be seen. Any tips and ideas is greatly appreciated!

I think that you describe it best - maps placed on good positions with dot "you are here" with additional transport information.

But we are in 21 century and i think that will be better if you create some kiosk information system where someone can find this information. At airports i've seen similar systems so i believe you got mine idea.
