can i just simply buy a mifi dongle and connect to wifi using pay as you go plan without having landline or any other way of connecting ?

There is no such thing as a mifi dongle, you can have a mifi router or a 3/4G dongle.

is simply a 3/4G device that generates a wifi hotspot and will work with any suitable device that has wifi capability. You take out a mobile broadband plan and this does not need a landline
A 3G (or 4G) dongle such as this

plugs directly into the USB port and does not generate a wifi signal and connects to the Internet via mobile broadband same as your mobile phone, it is usually platform specific for Microsoft windows and requires drivers to make it run and would not work with the Xbox.
