well they obviously care about you because Facebook is not a place for a 13 year old, sorry to say it but you have to realize how messed up the world is and care about your safety. Facebook accounts are getting hacked left and right and you need to know how to protect yourself online.

did you create one before you were 13 and goes your account suspended for it? if so, they remember you breaking the rules and wont let you create one now

Just because Facebook says you're old enough, your parents know you best and they probably don't think you're mature enough or responsible enough to be on the Internet.

Your parents care about you and are afraid that you may post some inappropriate things. I am linking an article about allowing kids on the Internet. Read it with your parents. There are a list of "rules". Your family can decide what rules to follow and what really isn't necessary in your situation. Maybe with some rules in place, your parents will feel better about allowing you on Facebook, with their strict supervision.
