Well let me tell you how
Kbps is kilo byte per second
And
Mbps is mega byte per second.
Well now.
1 Mb is equal to 1024 kb.
So now 3.1 mb means That 3072 kb
so decide which is faster 100 kbps or 3.1 mbps(3072 kb)

iam assuming that

YOU made intenet connection with speed 3.1mbps but it gives you only 100KBPS speed.........
B=BYTE, b=bit,,, BYTE= 8 TIMES bit

actualy its speed is 3.1mbps = 3100kb/8 AND 3.1 MBPS = 3100 MB PER SECOND
so it will give speed like 30 - 150 KB PER SECOND,
SOMETIMES RARELY MORE THAN 200 KB PER SECONDS...

GOT IT huh ???? if you want more speed wait for 4G which is ten times faster than this...

Many of the answers given here are wrong in some measure.
Let's make some things clear -
3.1 mbps is read as 3.1 mega-bits/second.
Likewise, 3.1 kbps is read as 3.1 kilo-bits/second.
But, 1 MB/s is read as 1 mega-byte/second ......much different (note the "bytes" and "bits").
1 byte=8 bits
Your Internet Service Provider will use "kbps" format, while Windows will use "KB/s" format.

Now, 3.1 mbps (as reported by your ISP) is
3.1 x 1000000 bits/s
1 byte = 8 bits
So 3.1 x 1000000 bit/s = 0.3875 x 1000000 bytes/s
=0.3875 x 1000 KB/s
=387.5 KB/s

Windows should show you about this speed when downloading.
Therefore, 3.1 mbps = 387.5 KB/s

Similarly, 100 kbps = 100000 bits/s
1 byte = 8 bits
So, 100000 bit/s = 12500 bytes/s
=12.5 KB/s

Which answers your question, 3.1 mbps > 100 kbps
(as 387.5 KB/s > 12.5 KB/s)
