How to limit the speed of my internet connection and lessen my data usage ?

I am using Unlocked Huawei E3121 usb dongle on my windows 8 pc. On 3g I get speeds about 800 kbps-1.5 mbps which is not needed for me. Speeds somewhere between 150-300 kbps is enough for me since the data balance is used up in few hours with those high speeds. (unfortunately on 2G i dont get those speeds-they are ver slow in india). I'm using Windows 8. I have disabled windows updates and live tiles. Is there anything else to lessen my data usage and also is there any settings or softwares available to limit data speed or control the data consuming apps. I frequently use my connection for FB and lot of reading. Kindly help!!!
So if it is not possible to limit data speed, then how to reduce data usage. We are able to view the same web pages in mobile phones in compressed format right??! so is there any such stuffs/browsers like that which would work on PC?? I dont want rich contents and lively updates. Its just enough for me to read the main contents of the page. NOTE: Don't say me to use a mobile Phone
Finally I Found it guys!!!! Just turn off images if you dont want, since they consume a lot of data!! and the biggest part is to turn off 'java scripts' in your browser. Setting it on means the pages will be lively and dynamic paving way for continuous data consumption!!! turn it off to save data!!!! Hope it helps someone like me...
On pages like fb you may turn java scripts on to enjoy it the best with lively updates(consumes more data)else you will be prompted to use the mobile version. The mobile version is also quiet nice to use!!!! Enjoy,,, and have nice time surfing!!! + Use OPERA browser with TURBO mode turned ON for further compresion of data!

You can't lower the speed of your internet. If you're worried, get a package that has lower speeds. But this would also lower your monthly data limit.

It's quite obvious you need it or you wouldn't be using it! The speed of your service has nothing to do with the amount of data you use.
Edit: It's quite obvious to anyone with an ounce of common sense. If you're eating your data plan up to quick, limit yourself to what you are doing on the net duh.

there is one way to limit the amout of speed you get for that you will have to download third party software called net limiter you will be able to limit your band width
below is the link to download that software ...
you will find several options in it .. that is either you can allow a certain program to access your band width or you can put value to a total zero in that way that program will not be able to access internet at all...
