Of course the super cheap sites are scams. The real companies, who own the trademarks, do not authorize these oddball numbered and other variant domain names.

The official site ChristianLouboutin.com is the ONLY site selling real Loubitins that is allowed to use the term Louboutin or Christian Louboutin anywhere in their domain name. Any other site you find is actually breaking the law - its called trademark infringement
