Skype .. message not delivered?

i have a couple of people I removed from my contacts but I set in options so that they can message me.

I did some sleuthing on my own, created a different account, to see if I can send the new account a message without making it a contact. 3 hours later, message undelivered.

What's going on, Skype?
I use the latest version.
