Is Consultproint a scam or not?

I was given a job description and application file in an email from Anita Kurovski +48 587313028
anitakurovski@consultproint.com and Consultproint.com
I am extremely suspicious of it. I called the weird number and it did not connect to anything. I went to the site and it was kind of vague. The job description entailed having to have my own bank account to transact their business really made me question it.

They send out 10,000 of these emails every day. Your "job" will be to receive checks from them and pay out money to people. Your bank will accept the checks. You will pay out the money. In 3 weeks your bank will call you to tell you that the checks were excellent forgeries. You must return the money. But you can't because you sent out the money to other people (like you were instructed).
