Does a portable browser like Portable Firefox allow any site to be accessed?

I just downloaded the portable version of Mozilla Firefox and am wondering if it allows the user to access any website from it. A thorough explanation will be greatly appreciated.

Ofcourse it does. It will work exactly the same as a normal web browser, it's just stored in one folder which can be transferred. However, if you are connecting to a internet connection which has something like parental controls then you will still be limited by the filter.
