If your goal is to have a web page for free there are numerous blog accounts you can go for eg wordpress.com, tumblr, Blogger is actually connected to google account and most easy to set up. The only downside to all these is that choices and features are very constricted unless you go for premium or paid services.

But in case you want a full featured website it is better to buy a domain and set up a CMS based site like Joomla (Very nice but a bit steep learning curve), Wordpress (easy to use and manage but with limited ecommerce options). If you are looking to monetize your site professional help during setup will save you hassles in long terms and you will be off to a good start, there are hundreds of sites that provide design and SEO services, you can find one near your location. The other alternative is to use Blogger.com.....I found out that it gives me a better SEO ranking cause it's a Google product and free to use......
