Does this mean the internet is not working because it has not been payed or is it just being retarded and not letting me browse anything?

I can't read anything in that pic. I think I see the words 'immediate attention.' If this is email then it's 99% likely a fraud/phish. Call uverse tech support and ask: 800-288-2020.
