motion blur app or something?

so i'm going to be specific here. is there some kind of app where I could do something like the picture above? (this is not my picture i just like it, it is James blake's profile picture on twitter im a big fan of him.) only apps on the app store (i have an iPhone) so thanks!

If you want blurred motion, you need a camera that is fully adjustable and that is NOT an iPhone

Here are two samples of the same subject.

One is shot using a high shutter speed to stop the motion of the vehicle and water spray

The other is shot at a low shutter speed and the camera was panned with the subjects movement to create the blurred look of the images.

In both cases camera technique was used, NOT an app.
