If your iPhone is in sleep (just by tapping the power button), then you can still use find my iPhone to send sounds, lock it, and send messages. However, if you turn off your phone (holding the power button and pulling the power off slide), you will not be-able to use find my iPhone simply because your phone will not be connected to the internet.

No. It would have to have power (of course) & an internet connection to work
