Once your fanpage is set up, add your family and friends. Once you have a few family and friends on the fan page, update the status or post a link to your website etc. It's best to do that at prime time evening hours so that everyone who is a fan will see your update and hopefully will like it or comment it. That allows their friends to see that they have liked it and hopefully they will becom a fan too. Don't post too many status updates otherwise your fans will get annoyed.
