Specifically what kind of "friends" are you interested in?

I used to have a ton of friends on the old myspace... before they sold it to rupert murdoch.
Many of them re-friended me on facebook, but facebook isn't as good.

I participate in any number of forums.... mostly plant forums, where I can contact other gardeners off-list to share flowers and vegetable seed.

I follow a number of blogs, and I comment posts that I like, or dislike... They do the same on mine.

As "Jippik" said, there are any number of free dating sites... okcupid, plenty of fish are a couple of good ones.
