Game Master 2.2 Toolbar Won't Uninstall?

My anti-virus software keeps finding different threats from the Game Master 2.2 Toolbar. I located it and found it's on my Internet Explorer, we don't use Internet Explorer much anymore. We either use Google Chrome (what I am on now) or Mozilla Firefox.

I have tried uninstalling it from the Control panel's Add or Remove Programs. I have tried disabling the toolbar itself and uninstalling it.
I have searched as much as I could about uninstalling an unwanted and a non-uninstalling toolbar. But, nothing has worked.

I want to avoid downloading something to uninstall the toolbar if possible.

I believe this computer (A rather old Dell desktop) uses Windows XP. We have had this computer for a while now. Although, a good couple years ago our old tower was filled with over 300 Trojans. We replaced it though, and ever since then it's been fine. But I really wish to remove this toolbar. I've been having trouble with removing it for a while now.

If possible, is there some other way I can uninstall this toolbar without downloading something else?
If there is no other way than can someone recommend a completely safe and trusted uninstaller for stubborn toolbars?

Would just uninstalling Internet Explorer be a good solution? As I said before we don't use it.
