How do i send a tweet to some one on twitter!!?

Ok so i know how to send direct messages but i don't know how to send tweets to some one that everyone can see i know u put @ before the user name iv tried to loads of times and tey never reply please help! i really ant to tweet some one

By purchasing a seagull and force-feeding it a message. The recipient will gut the seagull and thus will be able to read your message. Also, he can eat the seagull, which is a bonus.

I don't like Twitter... I only used it for a day, then I gave up on it... But from one day of using it I can say, it doesn't sound like your doing anything wrong. You type @username and then the message. It will show up on your page publicly but not their page, unless they re-tweet it. When you tweet someone, the tweet will show up under their replies tab. If it's not showing up on your page, contact twitter. If it is showing up on your page and they haven't responded, they either haven't looked under their replies tab yet, haven't got around to responding yet, they're ignoring you... which would just be rude... Or it could be that they really aren't getting the tweet, in which case it could be a glitch in the servers and you should contact twitter. All websites should have a contact link somewhere. There's not really anything else I can do to help...
