How do I get Facebook on my website + more?

I know there is the link on Facebook under Facebook Developers, but is that all I need? I want my website to have Facebook members greatly involved in my site, as in the only members I want are Facebook users.

Is that facebook developers page provide me with all I need to have the log in, connecting, and chatting on my page? I would always like if people who use my website be able to click on that facebook member and directly pop up their profile in a new tab ? Is that possible? If not, do I have to sign some agreement plan with facebook to get that available to me? PLEASE HELP, and thank you for reading.
