Both of them are great tools to use. But you need to know "How to use them".
PPC ( pay per click ) is paid advertisement and it cost money but it is quick and effective. If you want to move your business to the next level, I suggest you to use both of them.
I think SEO is most powerful tool for any business. But it is hard and take a lot of time to make SEO work for you. First of all SEO is Free. And it provides targeted natural traffic.

So as I said try to use both of them.
