Big problem with fiverr?? Help me?

I just want to know that whether payoneer payout is available to the new members or not? When I log in to my account, payoneer fiverr card option is available. But I will need to apply for it first off course. But my question is that can I withdraw my fiverr earnings just after applying and receiving fiverr revenue cards? Or I will need to wait till I reach level 2? Another thing, can I withdraw all earnings to bank account via payoneer, instead of fiverr revenue card?
When I click on the fiverr revenue cards option, it directs me to the application of card link. Does this mean I can withdraw my earnings just after applying?
can I withdraw my earnings just after completing and selling my first gig?

I often pay for my jobs at Fiverr through Paypal so I guess its better if you grab hold of a Paypal Account. They are very reputable and reliable too. You need to have a Merchant or Prime Account if you want to make money long term in the online world.
