There is truly only one correct answer to this question. "White Hat" standards! Now here's where it gets interesting.... There are MANY ways to complete on/off page SEO and accommodate the many various specific needs of clients. Here is the way I break it down:

1) Properly identify the intended purpose and ultimate goals of the website

Existing Website Main home landing page SEO Basics – This will include new in-depth keyword research - don't overlook this as it is VERY important to overall success, META refinements regarding (Title, Description, H1,2,3 Tags, Alt. Tags Etc.), both inbound & outbound linking structure adjustments, keyword density analysis and of course new primary keyword installations with proper LSI keyword / keyphrase support. Each and every page of the website MUST be specifically optimized to the content being conveyed on that given page or you're in trouble before you even get started. There are over 200 indexing points that are considered by the Major Search Engines and it is imperative that you have a rock solid basic foundation.

Now from here there is a need to start talking about SEM or Website Promotion. This consists of an enormous array of options that people can delv into. Big thing here is to go back to the focus and purpose of the website. Then build the website promotion campaign accordingly. SEO is NOT SEM and SEM is NOT SEO; however, they both work in direct harmony with one another when done right. Fresh original content generation along with Social/Viral networking are very good places to start and will ultimately enhance your Organic Index Ranking WHEN DONE RIGHT.

There is so much more to say about this and I would be happy to discuss things at greater length and in more topic specific fashion as it pertains to your website or marketing campaign in general.
