SEO is a name for a rather broad blend of techniques to help you optimize your website, so it ranks well in search engines and is likely to be found and popular all over the Internet.

Meta tags are a part of SEO. These are HTML tags which help search engines to display description of your page when displaying search results to those who search for you. Also, they provide some more useful information to the search engine, such as when was the page last updated, if it should be cached (i.e. displayed within search results) and much more.

SEO is a series of things you can do to your website and using other tools to help you rank better on google for your choice of keywords.

MetaTags are a small part of SEO, its a group of hidden text that can be viewed when you see the HTML code of your site. This information such as the title of your website page, the description and the keywords give the search engines such as Google specific information of what your website is all about. Without these, Google won't know what your website is about and what you have to offer, therefore its harder for them to fit you on the first few pages of a specific keyword.
