do i hire someone to create my website?
I am working for a construction company, and i don't know if it would be better for me to try and create my own website (i have NONE experience), or hire someone else. I want it to be professional and clean cut, but i don't care about really high tech graphics or special features.

If you have a budget, get one done. Focus on your primary business.

If you have more time than money (budget) or no budget at all, then your only choice, really, is to whip one up yourself. However, with website builders like Wix.com, blogger.com, Wordpress.com... you can get something up pretty quickly without the learning curve of hosting your websites (as well as building them).

Ask the company you're working for what kind of budget they have for a site.

building your own site is very doable with the tools available to you today, such as one click CMS platform installer (WP), you can add themes to make your site do what you want and more.

Where the problem arises is how much time can you devote to learning a new set of skills? Is it more productive, time or financially, to hire someone that can not only develop it to your requirements, but guide you into learning how to keep the things moving forward after they are done?

I personally built my first site in hard code over 4 years ago and it is a huge learning curve, even now. I have built sites both hard coded and CMS platform for other businesses.

One of the biggest problems I see after building an online presence for someone, and placing as much automation into it as possible is they have no interest in using it properly to drive business to them-- they think that a site is simply going to bring them all this new business without any upkeep and that is simply not going to happen!

btw.. a good online business developer will guide you every step of the way, and will gladly respond to your phone calls on things you don't understand or forgot far after the project has been completed
