Does Crackle Movies & TV Use Downloads?

If I watch movies on the Crackle app on my iPad does it use my downloads, if so, is it a lot?

And is there a catch to Crackle. Like, will I end up having to pay money for it at some stage?

Yes, these are are forms of downloading called streaming. A SD movie will cost you about 3Gb, in HD about 7Gb, of your monthly data usage limit.
