How to get back on google adwords?

I own a website as a second income to my job, I mainly promote it with SEO. Google sent me a bunch of free adwords vouchers but they stated that I can only have 1 account on the website. I assumed they wouldn't encourage me to use their free vouchers by sending them to me if they were going to ban me for using multiple. Long story short, I want to plead to them my case and get back on. Anyone have a similar situation that ended favorably? If so, how did you get un-banned?

Those vouchers are intended to recruit new users, lots are thrown away, given away or sold on black market, you would need a fresh identity to setup a second account, perhaps a relative with a different credit card and billing address.

Bear in mind many large advertisers spending >$1000/week have been banned for life, Google is on the alert for such people starting new accouts.
