Can't download blade and soul installer?

I can't seem to download the chinese BnS installer on my computer, every time I click the download link it takes me to a weird error that says...
"Oops! Google Chrome could not connect to 103.7.29.219"
and below that
"dlied1 bns dl tools 4110 set up signed TDL"

Could someone please tell me how to fix this, or attempt to download the game from their website and see if it's only me? I have yet to find another case of this happening.
