its not a facebook question, but how do you send personal messages to people in twitter?

First the person and you have to be following eachother, then you go to that person's twitter, and under actions click message _____. Hope this helps.

you can also send a PUBLIC personal message by clicking @<username> <message>

this message will show on their profile, where everyone can see it, but this is a directed message so the intentend recipient will get to see it
