My Twitter account is suspended. Is there a way to delete the account and start over?

I don't see the deactivation button where it's supposed to be. Does that mean I can't delete the account and will have to make a new email and Twitter username?

Hi Lizzy,
Did you gat an email saying the account was suspended
and that usually means it is closed permanently
If you didn't get an email then try signing in and
click on Forgot password
that way they will send an email to reset.
Hope it's the later.
