"all of the steps" - that's perhaps a tall order.

Here are some thoughts:

1. Validate your site's html and css.
2. Don't have an empty landing page..let it be content rich. Your landing page means a lot to search engines.
3. Make sure that your content is full of relevant terms that searchers may us to search for you BUT don't, don't get ridiculous about it.
4. Make sure that your content is really good. The best links that you will ever get back to your site are the links that you don't control - when someone you don't even know of mentions your site in some good website or blog without your knowledge.
5. List in directories, both free and paid. List especially in relevant directories to your subject matter.
6. Make sure you have an xml sitemap for your site.
7. Make internal links naturally (i.e. with html) rather than JavaScript or something like that.
8. Make use of lots of real text...images with text written on them don't do you any good.
9. Use alt tags in images (helps you get up there in image search) and title tags in links all the time. Images that mean something to the user, there is not use putting an alt tag like "earn more from stamp collecting" and then your image is a white background corner or something.
10. Cross browser compatible html, css & JavaScript.
11. I find twitter really useful. Don't get too caught up in social sites unless you like them for their own sake. If you look at places like Blogcatalog, you have this endless stream of website promotion all to other who are doing the same. Most of those sites are not that great at helping you with SEO . Time spent making your site good is FAR more valuable to SEO than mindless promotion to those who don't are just trying to do the same thing.
12. Promote your website in your industry, through friends or even take out an newspaper add. On your van, your business card, etc.
13. Really, don't get to caught up in meta tags.
14. Use a good analytics tool, use tools like Google Trends
15. Write articles for other blogs and magazines where you get a link back to your site. Many people have had great success with this.
16. Make your website look really good.
17. Make your website usable.

Basically, don't go for techniques, go for quality and relevance. Market naturally as you would anything else.

BUILD A REALLY GOOD website and you have done 95% of the work of SEO.
