How can I fix my Instagram follower count?

I made an Instagram account 3 weeks ago and In the first week I started following a lot of my friends who use instagram all the time. I got up to 20 followers in the first two weeks and then one day I logged in and it said I only had 9 followers. I clicked on the count and it showed me everyone following me and it was more than 9 people. In addition, every time I get a new follower it adds to the count starting from 9. So now it says I only have 13 followers. The part I find most annoying is that my following count is still right and I am following around 60 people so it makes my ratio look bad. Instagram help center says that the number would be wrong because I am being followed by ghost accounts. But I do not think that is true because these people are liking my photos and posting their own all the time. Has anyone had this problem before and know how to fix it.

P.s. I sent instagram a problem report a while ago and they have not contacted me back.
