I want to make one of those pages where people like you they can see pictures, and it's like a persons very own page, how do they make them?

you can convert a profile to a page. that way, all your current friends will automatically like you new page. it is a bit of a challenge to get lots of likes.

You don't make them you sign up for facebook.

then click the "create a page" button at the top

Go to the search engine on Facebook , and type in Page .. For me it's usually the first one on there and then you go from there. Or you can go to facebook.com and look under the sign up options and then click on create a page for fans etc.
