Why do some job search engines return irrelevant locations?

Why do some job search engines return irrelevant locations?
For example, I select London, and in London only. But some of the vacancies returned to me are located in Hampshire?!

Agency gets PAID by the employer .. so if you take the job, they collect the money ... so OF COURSE they will 'push' jobs at you ..
