The Government. He didnt pay fees, and is freeloading off of the land.

If I was to put some cattle there too and not pay, would my rights be protected?

Orange Bear is right. I worked for the BLM for six years. The government leases the land for cattle grazing and if the rancher does not pay his grazing lease, it is revoked and the cattle have to be removed. The law is simple and straightforward. About 87% of Nevada is under Federal jurisdiction. The government tries to make some revenue off of the land by establishing grazing leases, mining leases, recreation leases, etc. There is nothing wrong with that. The other option is for the Federal Government to sell the land to the State or to private entities and get out of hte land management business.
