I am currently rebranding my blog, as I want to start with a clean slate with a new concept. Would you recommend TUMBLR for a personal website/blog/portfolio?

Yes, it's owned by Yahoo now and is a good place for a personal website. Other alternatives are Blogger and Jimdo.

It's really good place to host one. Considering that there's already thousands of themes to choose from, great options, easy posting, and so much more.
