Only Steam can resolve this issue. Mail or call them if you can. Try and ask them about how you can resolve this short of an account cancellation. If cancelled can you port your account to an new user account?

Yup, Kenneth is right. But don't forget Matt, it takes up to 7 days for them to respond. So don't worry and have a game box with a CD-KEY ready!
