You failed to describe the "website business"
I'm guessing it's not business that creates websites.

You can do quite a bit with blog platforms, which use a content management system (SMS) architecture that allows creating content without any programming, wordpress is the industry standard platform that's used in about 17% of the top 1000 sites on the web.

Anything more complex, such as an ecommerce store will probably need some nerd touch, starting with a pre-designed template can minimize the coding required, there are freelance marketplces like odesk.com , elance.com where you can put a clearly documented job up for bid. I hear a lot of the accomplished programmers are in east Europe and Russia.
