Convert Vine/Instagram videos into landscape videos?? (Save to Camera Roll)?

Is there a way on the computer or an app on the Iphone, that I can change Vine and Instagram videos into landscape video? (They are usually portrait). Or possibly change the ratio of a video. I mean CUSTOM change the ratio, not the typical ratio such as 4:9, and 16:9. I want to be able to change the ratio myself. If anyone knows if or how this is possible please let me know. I have been doing research for days and I haven't found anything to help. So I wanted to see if someone out in the world of "Yahoo Answers", could help.


Also I don't want the annoying black boarders around it either, if that make sense.

Using a computer based video editor. Rotate and scale larger. Nothing in a smartphone app that will do that. Also, remember, when you make the image bigger like you say (to get rid of the black borders) that is "digital zoom". Video quality will be reduced.

For the future - assuming you are the one capturing the video, turn the phone to landscape when capturing.
