Can I start a new adsense account with my own name again?

My google adsense account banned two years ago. I created new account and they said the same, and banned me again. Can I create a new account with my own name again? Or my name is banned?

Because last time it said this person (my name,) can't access to adsense.

I want to know is there any chance if they allow me again to access to adsense?

Your name, email and postal addresses may all be used to identify you, perhaps even the IP address of your internet connection, the other problem is the site's you previously ran Adsense on are also poison.
