Some directories insist on a verified reciprocal link before they will list your submission or give it a preferred listing, directories need backlinks just like you do.
You could look up the "Link Juice" theory which suggests the benefits gained from incoming links is leaked away through out going links, as if there is a fixed supply of link juice on the internet. Do follow links tend to pass more link juice than noFollow. One practical consequence, the more outgoing links a page has, the less valuable will be a link from that page, portals with large list if links on a page are devising up the page's limited link juice among those links. Most if the free directories carry little weight with the search engines and must be considered to be junk backlink sources. Search engines can easily detect and have little respect for reciprocal link, there are certainly justifiable cases of complementary sites like a a bow maker and an arrow maker exchanging links, but having a link exchange page full of sites that have no connection to your site's subject matter are probably damaging to search ranking.
