Option 1: Run Internet Explorer with no add ons.
(Go to Programs - Accessories - System Tools - Internet Explorer (No Add Ons) and see if it works.)

Option 2: Use FTP.

Option 3: Have someone else do it and burn it to disk or provide a thumb drive with it on it.

Get on another computer and plug in a USB thumb drive, download firefox and save it on the thumb drive. Take the thumb drive to the other computer and install it.

You can also try going into Internet Options (Control Panel), click the Advanced tab, then click the Reset button to see if you can get IE to work again.

Another thing, are you sure your computer is even connecting to the internet? Check this before anything else. Otherwise, if you're not connecting to the internet, installing Firefox isn't going to help.

Easy way...
Go to another machine with internet...
Download firefox setup...
come back to your machine and install....

before this try to delete all the user data such as cookies,history on INTERNET EXPLORER... may be you will get a better result from that...
