As per some articles I found, Google Chrome will be available for download as soon as USA will wake up, but as even in LA is 8 AM and the download page is not active yet, i think this was only a bluff.
Anyway, as per the Google announcement (see sources), it will be released as public Beta today, on 2nd of September.

Anyway, the download url the others provided is correct:

I've tried to get more info on where to download Google Chrome but my research has turned up negative as of yet. Probably in a few hours (days?) time after the Chrome download have been made available to the Chrome-curious public. Not that I'm eager to download the Google Chrome browser and try it out for myself. No, not me. I'll sit this one out and probably try it after the dust has settled.

Google has a press release scheduled for 2pm EDT (11am PDT) so I guess they will reveal at that time where and when we will be able to download it.

They're now saying that it will be available later today and that it will be available at http://code.google.com/p/chromium/
