Client Portal Website?

I am trying to build a very simple client portal website where I a client will register with a login and password, be approved for access and have a simple access to a website that can receive html coding. The website will have 4 pages, 3 of them uniform between all clients only 1 page shall differ. Cleints will onyl have access to their pages
